In its regulations, the Central African Banking Commission (Cobac) introduced free access to 22 banking products and services. Since January 1, 2021, it has to be noted that these advantages granted to users have not been respected by Congolese banks.

In order to promote financial inclusion, Cobac has set up eleven free banking services in its Cobac-R2020/04 regulation, concerning account opening and changing business identification elements constituting the client's file, issuing a savings account and renewing it, consulting the account in the institution's branches, issuing a royalty-free certificate per year and upon closing an account, the payment of cash in the institution's agencies.

Cobac's principle of free admission, which is supposed to promote financial inclusion, also includes the issuance of cash withdrawal forms at the counter for the benefit of the holder of ; an account, the issuance of fifty check forms per year to the account holder, the withdrawal of cash at the institution's branches; the withdrawal of tickets from the bank machines of the cardholder's establishment and payment by check, as well as the issuance of cash of the RIB.

The platform of consumer rights associations has denounced the non-compliance with this measure, with the exception of Crédit du Congo, BCI and the Banque Postale du Congo, which have is making efforts to eliminate indexed fees for cash-out transactions. However, Crédit du Congo continues to charge fees for the issuance of bank statements and account maintenance fees. UBA and Société Générale continue to charge for ATM withdrawals, etc.
