The Council of Ministers was held in Ouagadougou, on Wednesday, September 9, 2020, in ordinary session, from 09:00 mn to 14:45 mn, under the chairmanship of His Excellency Mr. Roch Marc Christian KABORE, President of Faso, President of the Council of Ministers. It deliberated on the files on its agenda, heard oral communications and made appointments.

I. DELIBERATIONS

I.1. AS PART OF THE REFORM OF THE INSTITUTIONS AND THE MODERNISATION OF THE ADMINISTRATION, THE COUNCIL ADOPTED SIX (06) REPORTS.
I.1.1. On behalf of the Ministry of National Education, Literacy and the Promotion of National Languages:
a decree approving the statutes of the National Institute for the Training of Education Personnel (INFPE).
The adoption of this decree makes it possible to provide the INFPE with regulatory texts enabling it to effectively carry out its missions.


I.1.2. On behalf of the Ministry of Economy, Finance and Development:
a decree establishing the National Institute for the Training of Education Personnel (INFPE).
The adoption of this decree allows the creation of the National Institute for the Training of Education Personnel in Public Institutions of the State of an Administrative Nature in order to improve the quality of training for early childhood staff and school teachers.
a report on the implementation situation of the State's budget and treasury, financial year 2020, as at 30 June.
The revenue forecasts, under the initial finance law for the implementation of the State budget, amount to 2,233.32 billion CFA francs, including 1,894.78 billion CFA francs for ordinary revenues and 338.54 billion CFA francs for extraordinary resources.
The mobilization of budgetary revenues amounted to 896.48 billion CFA francs at 30 June 2020, i.e. an achievement rate of 40.14%, corresponding to an increase of 26.83 percentage points compared to 2019 at the same period.
The collection of ordinary revenues amounted to 840.11 billion CFA francs, a rate of 44.34% compared to that of 2019 in the same period which was 813.83 billion CFA francs. As for extraordinary revenues, an amount of 56.37 billion CFA francs was recorded as at 30 June 2020.
The expenditure situation at 30 June 2020 of the State budget, records a cumulative level of consumption of payment credits of 1,115.77 billion CFA francs, out of an annual forecast of 2,518.46 billion CFA francs, against achievements on the same date in 2019 of 978.48 billion CFA francs.
Budget savings are in surplus by 68.20 billion CFA francs and the overall balance is in deficit by 219.29 billion CFA francs.
three (03) decrees fixing respectively the index classification of State Controllers, Audit Assistants and Investigators, compensation grid of the State Comptroller General and index classification of State Controllers, Audit Assistants and Investigators of the Higher Control Authority the State and anti-corruption (ASCE-LC) and compensation grid of the Inspector General of Finance and the Inspectors of Finance of the General Inspectorate of Finance (IGF).
The adoption of these decrees makes it possible to comply with the provisions of Articles 25 and 27 of Organic Law No. 082-2015/CNT of 24 November 2015 on the attributions, composition and functioning of asce-LC.
a report on the draft state budget, financial year 2021.
The draft State budget, fiscal year 2021 amounts to 2,241.42 billion CFA francs in revenue and 2,782.22 billion CFA francs in expenditure.
Budget savings stood at 120.12 billion CFA francs, a deterioration of 132.37 billion CFA francs compared to the initial forecasts for 2020.
The budget deficit amounts to 540.80 billion CFA francs against a level of 285.14 billion CFA francs in 2020.

I.1.3. On behalf of the Ministry of Mines and Quarries:
a decree appointing a member of the National Anti-Fraud Brigade of gold.
The adoption of this decree allows the appointment of a member of the National Anti-Gold Fraud Brigade, in accordance with the provisions of Article 12 of Decree No. 2018-0967/PRES/ PM/ MMC/ MSECU/ MDNAC/ MJDHPC/ MINEFID/MCIA/MEEVCC of 24 October 2018 on the organization, attributions, composition and functioning of the National Anti-Gold Fraud Brigade (BNAF).

I.2. UNDER THE DEVELOPMENT OF HUMAN CAPITAL, THE COUNCIL ADOPTED

On behalf of the Ministry of Health:
a report on the conclusion of a contract through the direct cartel procedure in the context of the implementation of the response plan to the COVID-19 epidemic in Burkina Faso.
The Council agreed to the award of the contract to the company TM Diffusion SARL for the acquisition of equipment for the detection and management of COVID-19 cases, in the amount of eight hundred and nineteen million ninety-one thousand six hundred and seventy (819 091 670) F CFA HT-HD, with a turnaround time of twenty (20) days.
Funding is provided by the World Bank through the Strengthening Health Services Project (HSRP).

I.3. AS PART OF THE DYNAMISM OF SECTORS PROMISING FOR THE ECONOMY AND EMPLOYMENT, THE COUNCIL ADOPTED

On behalf of the Ministry of Transport, Urban Mobility and Road Safety:
a report on the results of the analysis of the international open call for tenders n°2018-005/PM/SG/MOAD of 21/11/2018 for the construction works of the new Ouagadougou-Donsin international airport: lot A1-buildings of the technical zone.
The Council agreed to the award of the contract to the company SINOHYDRO CORPORATION LTD for an amount of eleven billion five hundred and seventy-four million nine hundred and seventeen thousand seven hundred and eighty (11,574,917,780) F CFA including VAT, with a period of execution of twenty-four (24) months.
Financing is provided by the West African Development Bank (BOAD) and the state budget.

II. ORAL COMMUNICATIONS

II.1. The Secretary-General of the Government and of the Council of Ministers took stock of the participation of His Excellency Mr Roch Marc Christian KABORE, President of Faso, in the 57th Ordinary Session of the Assembly of Heads of State and Government of the Economic Community of West African States ( ECOWAS) held on 07 September 2020 in Niamey.
During this summit, the Heads of State examined several issues including the situation of the Coronavirus disease in the sub-region, the terrorist threat in the G5 Sahel area, the socio-political situation in Mali and the ECOWAS single currency project.
At this session, Ghanaian President Nana Addo Dankwa Akufo was elected by his Peers to assume the current presidency of the ECOWAS Assembly of Heads of State and Government for a one-year term, replacing outgoing President Mahamadou Issoufou of Niger.
II.2. The Minister of National Education, Literacy and the Promotion of National Languages gave the Council an update on the roadmap for the start of the 2020-2021 school year.
Overall, preparations for the start of the 2020-2021 school year are proceeding satisfactorily.
II.3. The Minister of Health gave the Council an update on the management of the Coronavirus (COVID-19) epidemic. The Government urges people to respect barrier measures to limit the spread of COVID-19.
II.4. The Minister for Women, National Solidarity, the Family and Humanitarian Action gave the Council an update on the actions carried out in favour of the populations affected by the torrential rains recorded throughout the national territory.
The Council deplores the loss of life and material damage and declares a state of natural disaster. He extends his condolences to the families of the victims.
He instructed the ministers in charge of the file to take the appropriate measures to strengthen assistance to the victims in the various areas concerned.
To this end, the Council instructed the Minister of Finance to mobilize five billion (5,000,000,000) CFA francs for the benefit of the National Solidarity Fund to ensure the care of those affected.
It calls for national solidarity to support the victims and invites the populations to be cautious in this period of bad weather.

Mr. Poko BAMOGO, Mle 111 449 Z, Commissioner of Police, category I, 1st grade, 3rd step, is appointed Member of the Gold Anti-Fraud Brigade under the Ministry of Security for a first term of three (03) years.

The Council adopted a decree appointing Mr. Zoul-Kofli KONATE, Mle 97 609 N, Administrator of Financial Services, Administrator representing the State, as Prime Minister on the Board of Directors of the National Fund for Inclusive Finance (FONAFI) for a first term of three (03) years.

MINISTRY OF TERRITORIAL ADMINISTRATION, DECENTRALISATION AND SOCIAL COHESION

The Council adopted four (04) decrees.
The first decree appoints the following persons, Directors to the Board of Directors of the Higher Institute of Civil Protection Studies (ISEPC) for a first term of three (03) years.
