In one of his press speeches, lawyer Apollinaire de Saba indicates that the amount of domestic debt to private companies in the states in the zone where the CFA franc is in force, estimated at between 7,500 and 8 trillion CFA francs, or around 12 billion euros.

The states concerned have only slightly more debt to local taxpayers to finance their budgets. There is reason to fear that the economic effects of the war in Ukraine will accentuate this trend. According to Apollinaire de Saba, private companies benefit greatly, but non-payment of their services or late payments weaken the economic fabric, especially that of SMEs and midcap companies, which do not have the financial capacity of large companies to support elasticity payment from state authorities.
