Compared to Ghana's gross domestic product (GDP) in 2023, the African Development Bank (AfDB) forecasts a budget deficit of 7.6%, meaning that the country would be a low-performing country, based on AfDB measures.

The Ghanaian government had forecast an overall budget deficit of 61.475 billion yen, or 7.7% of GDP, down from the 9.4% forecast in 2022 in the 2023 budget and economic planning. However, according to the AfDB, Ghana is experiencing serious macroeconomic imbalances, including limited income and low investment flows.

For example, the government has declared that on the continent, budget deficits are expected to gradually narrow in the short term, but that uncertainties remain. According to estimates, the average budget deficit in Africa fell to 4.4% of GDP in 2022 from 5.2% in 2021 as a result of fiscal pressures induced by the COVID-19 pandemic.
