As part of the implementation of recovery plans in WAEMU, the Central Bank of West African States (BCEAO) is setting up a Special Window to help member countries.

The Bceao announces the creation of a Special Window for the implementation of their post-Covid-19 recovery plans. In view of the exceptional volume of issues of public securities by auction on the regional financial market, the States, after agreement of the issuing institution and in consultation with the Umoa-Titres Agency, will structure and issue securities called "Recovery Bonds" (OdR) for the financing of their economic recovery plans, like what was done for the "Covid-19 Vouchers" in April 2020, at the beginning of the pandemic. The issuance program for the year 2021 includes Treasury Bills and Recovery Bonds.
The Bceao therefore informs that it has set up a special refinancing window called "Recovery Window" to allow States to issue Recovery Bonds on favourable terms. The institution stresses that all Recovery Bonds issued by Governments in 2021 on the public securities market are eligible for this window.
