In exchanges with Burkinabe friends, some often talk to me about the "Chinese miracle", referring to the rapid development of China. Many believe that China owes its success to the discipline and work of its people.

Indeed, this miracle is linked to the values of patriotism, perseverance and knowing how to rely on one's own strengths forged by 5,000 years of history, as well as to the common will of the Chinese people to overthrow oppression and change the underdeveloped landscape. opportunities of globalization. But above all, the Chinese miracle emanates from the fact that China has found a development path that corresponds to its own realities and a social system that follows the aspirations of its people.

For more than 70 years, the Chinese people with the Chinese Communist Party (CCP) have been courageously advancing on this path. History has already testified and will show again that as long as one is committed to the mission of working for the happiness of the people, for the renewal of the nation and for peace in the world, China will always go from success to success and create new miracles of development.

Most recently, the 5th Plenary Session of the 19th Central Committee of the Communist Party of China was successfully held in Beijing. During this important meeting, the "Proposal on the formulation of the fourteenth five-year plan for national economic and social development and the long-term objectives for 2035" was adopted. This proposal will make it possible to develop a plan with strategic and systematic objectives for the coming years. This illustrates how the CCP guides economic and social development through visionary planning and the concrete achievement of medium- and long-term goals.

It is difficult to replicate the Chinese model, but Chinese experiences can provide useful inspirations. There are a multitude of promising paths in the world, but one that puts the interests of the people at the center inevitably leads to a bright future. This plenary and its recommendations demonstrated the CCP's conviction to serve the people wholeheartedly and its willingness to foster the building of a community with a shared future for mankind.

First, the development gains are encouraging. In the last 70 years, the CCP has already planned and carried out 13 five-year plans, ranging from the autonomous production of the first car, the first aircraft to the first TGV and the first exploration of the moon, succeeding at the same time in achieving the "two miracles" of rapid economic development and long-term social stability. During the 13th Five-Year Plan (2015-2020), more than 55 million rural people in China were lifted out of absolute poverty, contributing to more than 70% of the world's poverty reduction. With this feat, China has achieved, 10 years in advance, the poverty reduction goals of the United Nations' 2030 Agenda for Sustainable Development. In the response to the Covid-19 pandemic, China has been able to stem the spread of the virus in 1 month, significantly reduce the number of new infections in 2 months and defeat the virus at the national level today. This domestic victory allows him to give his support to the other peoples of the world. China's economy has rebounded to growth rates of 3.2 percent and 4.9 percent respectively in the second and third quarters of this year, becoming the first major economy in the world to return to growth since the outbreak began.

Second, development goals are far-sighted and pragmatic. They are based on local and international realities. Domestically, with the long-term growth trend optimistic, the problem of imbalance and insufficient development are challenges to be addressed. Externally, peace and development remained the concern of the time. But our world is also facing unilateralism, protectionism and hegemonism.

The document from this CPC plenary meeting follows the trends of the moment and corresponds to the aspirations of the people to set higher standards for China's development in the next five years. We plan to build a more modern industrial system, balance development between urban and rural areas, promote green development etc. By 2035, China will have a new basic industrialization and a level of GDP per capita of a moderately developed country. These objectives are based on the performance of the development conditions and the material power of China; on the Chinese government's capacity for coordination, mobilization and execution; on the scale and dynamics of the maché and the Chinese economy; and on scientific and reliable studies. They are solid, conceivable and accompanied by a clear methodology to achieve this.

Third, China's development is part of the evolution of the world. China's new "dual-circulation" economic development model relies on the domestic market to boost international trade, which promotes deeper and broader opening-up. At this year's BRICS leaders' meeting, President Xi Jinping reaffirmed the even greater opening of China's doors to the world.

A few days ago, the 3rd edition of the China International Import Expo was successfully held. China has just signed the Regional Comprehensive Economic Partnership with 14 regional countries, marking the birth of the world's largest free trade area. Recently, the policy of exemption from customs duties for 97% of Burkinabe export products to China came into force. All this shows the world that China is more actively integrating into the global market and deepening international cooperation to create more opportunities and space for the recovery and development of the global economy.
Fourthly, China is shouldering its responsibilities as the largest developing country. China's development is not isolated. Over the past decade, China has contributed on average to more than 30% of annual global growth. It is both the "factory of the world" with a full range of categories, but also a huge "world market" with plenty of opportunity. The Belt and Road Initiative launched in 2013 has opened up a new space for global economic growth in which more than 150 countries and international organizations are actively participating to make it a Prosperity Road shared by everyone. China will continue to fully implement the new development concept with a focus on innovation, balance, ecology, openness and sharing. This new concept of development is the common thread of the CPC plenary this year, but also a consensus of all international partners. It will certainly help the world achieve the 2030 Goals for Sustainable Development as soon as possible. It also promotes the construction of a community with a shared future for humanity by the peoples of the world, despite differences in social systems, stages of development or cultural values.

This PLENARY SESSION of the CPC has once again proved to the world that China's development achievements and the Chinese people's choice for the Chinese system in recent decades cannot be denied. nor distorted, let alone modified. She showed that China will continue to make progress on the path it has chosen and that a more prosperous, more modern China is a matrix power for world peace and development. China has offered new choices to countries and nations of the world that wish to both accelerate their development and maintain their independence. We firmly believe that each country can and must find the path of development that best corresponds to its realities, that adapts to its times and to which its people must remain united in order to achieve true independence and real development.

China and a large number of African countries, including Burkina Faso, have struggled side by side to gain independence and begin their development process. We have supported each other in the fight against Covid-19. Very soon, Burkina Faso will have a new economic and social development plan after the elections. Intervening almost at the same time as that of the CCP, it can be said that China and Burkina Faso have entered at the same time a new stage of development. We have common development requirements such as strengthening the well-being of the population, modernising the various sectors, promoting employment, etc. Cooperation guided by our two development plans is promising.

China firmly supports Burkina Faso on its own path of development, and the Chinese people always remain on the road alongside the Burkinabe people. With these convictions, we are convinced that our Burkinabe friends will one day achieve their own miracle just as the Chinese have already accomplished for decades.
