The Rwandan Government and the Technology Society American Oracle have announced on Tuesday, February 10, 2026, the signing of a memorandum of understanding. The objective is to launch a national initiative for the development of digital skills.

Authorities focus on digital transformation to support the rise in skills of populations. According to the company American Oracle, the initiative aims to offer Rwandans training high level digital technology, aligned with international standards and recognized by industry, through its Oracle Academy and Oracle University programs.

Oracle Academy will be involved in educational institutions by providing teachers with content up-to-date teaching materials, structured resources and access to professional technologies, as well as various software tools and devices advanced training, in order to strengthen the quality of digital education.

For its part, Oracle University will offer, via a e-learning portal, specialized training courses and recognized certifications in strategic areas such as cloud computing, intelligence artificial, generative AI, cybersecurity, programming and business processes, with the aim of preparing learners for skills sought after on the job market.

The program comes while Rwanda, at like many African countries, has made digital transformation a central lever for its socio-economic development.
