Officials from the National Directorate of Financial Control (DNCF) and the Directorate General of the Treasury and Public Accounting (DGTCP) started an information mission on Monday with budgetary actors in the main regions of the country. The objective is to make people understand good budgetary practices.

As part of the implementation of the deconcentration of scheduling, and following the changeover from the means budget to the program budget, this tour was organized in order to clarify to each of these actors their role and responsibility and to reassure them. that the financial controller is available to support them in this new mission.
The members of the mission will go to Aného, Tsévié, Kpalimé, Atakpamé, Sokodé, Kara and Dapaong. They will meet the prefects, the mayors as well as the directors of the CHR and CHU.

Indeed, the financial controllers constitute the minister's eye with these authorizing officers. They must emphasize the advisory aspect in order to support the authorizing officers in carrying out this function, which they are new to, and thus improve the rate of execution of the expenditure desired by the government.
The various actors in the management of local authorities must submit their expenditure execution files as well as receipts to the prior visa of the financial controller of their territorial jurisdiction. The accounting officer can therefore only pay a mandated expenditure when he has ensured that this mandate bears the visa of the financial controller.
