Access to mobile telephone service at the Togo/Benin borders is of concern to regulatory authorities and operators in both countries. They met from 2 to 5 August 2022 in Lomé to discuss the coordination and sharing of radio frequencies at the borders between Togo and Benin. Togo and Benin signed an agreement, on 25 March 2021, in the context of Article 6 of the Radio Regulations and Recommendation ITU-R SM 1049-1, dealing respectively with coordination and the spectrum management method to be used. A provision that aims to facilitate the process of assigning frequencies to the Earth service in border areas. Over four days, regulatory authorities and telephone operators from both countries made major changes to the coordination agreement. They relate, inter alia, to a new distribution of channels in the 900 MHz and 1800 MHz frequency bands for the GSM and DCS service at the borders between the two countries, to the downward revision of penetration distances and the tolerable power level throughout the coordination zone known as the “LNG ZONE”, western coastal strip from Benin for GSM, DCS, UMTS and LTE services. It is also a question of defining new provisions in the agreement, to allow operators to benefit from the support of regulators in order to organize self-monitoring missions in neighbouring countries, in order to ensure that their installations comply with the provisions of the coordination agreement. The other point of satisfaction resulting from the discussions is that all operators have already implemented, for several years, a professional tool for the automated management of accidental roaming incidents.
