A decree was issued on Wednesday, January 04, 2023. According to this decree, the President of the Transition in Chad, General Mahamat Idriss Déby Itno, appointed his former private secretary, General Idriss Youssouf Boy, to head his civilian cabinet.

Idriss Youssouf Boy, cousin of the transitional president, was removed from his post as private secretary on 23 June 2022. He was suspected of having taken part in a network of embezzlement at the Société des Hydrodu Tchad (SHT), the national oil company. The spokesperson of the Chadian government Abderamane Koulamallah announced on 24 June that some 13.9 billion CFA francs (about 22 million dollars) had been embezzled.
