On 30 October 2025, the Chair of the Committee of management of the Solidarity Fund for the Safeguarding of the Fatherland (FSSP), animated, at the Niamey Convention Center, a press briefing dedicated to the presentation of the new ordinance No. 2025-35, recently adopted by the Council of Ministers and promulgated by the President of the Republic.

The new ordinance No. 2025-35 introduces eleven new sample categories and reorganization of existing systems. Elle aims to increase the Fund's resources to 50 billion CFA francs per year for sustainably support defense, security, development and national sovereignty. It is the result of an inclusive consultation of nine months with economic, social and professional actors.

According to the president du Fssp, Mme Reki Moussa Hassane, le FSSP was created on 11 October 2023 by Ordinance No. 2023-13, in order to mobilize internal resources for support Niger's sovereignty in terms of security, food and economical. Since its creation, the Solidarity Fund Management Committee for the Safeguarding of the Fatherland succeeded in mobilizing 3.3 billion 186 million 950 thousand CFA francs. This envelope made it possible to strengthen capacities. operational activities of the Defence and Security Forces (FDS) in the fight against terrorism, to finance two structuring projects in Diffa — the rehabilitation of large-scale irrigation sites in the CDA and the development of the fresh fish value chain — while supporting a vast campaign National mass education program promoting solidarity and citizenship responsible.
