On 3 December 2025, the Head of State of Cameroon, Paul Biya, signed a decree empowering the Minister of Economy, Alamine Ousmane May, to take out a loan in the amount of 36.4 billion FCFA with the African Export-Import Bank (Afreximbank).

The decree Decree No. 2025/539 of December 03, 2025 authorizing the signing of a Credit Contract with the African Bank from Export-Import (AFREXIMBANK), for the financing of the Electrification Project rural by solar photovoltaic system of 200 localities indicates that the loan of 36.4 billion FCFA will be used for “financing complementary to the Solar System Electrification Project Photovoltaics from 200 locations in Cameroon”.

The funds made available by Afreximbank on solar electrification project for 200 localities should make it possible to officially reach 13,000 households. With an increase in the end of the rate of rural electrification in the country, that the Agency of rural electrification (AER) estimates at only 20% so far.

As a reminder, the Cameroonian government is preparing to take out his 3rd loan on this project from the same lessor funds, bringing the overall envelope of financing mobilized to just over 96 billion FCFA in 3 years. In reality, a financing of 24.8 Billion CFA francs had already been made available to the government Cameroonians by Afreximbank as part of this project following a decree authorization signed on November 24, 2024. This 2nd loan occurred after the first, contracted on March 7, 2023 for a total amount of 35 billion FCFA.
