Senegal and the World Bank signed on Monday three financing agreements of more than 225 billion CFA francs, or 375 million dollars, including 60 billion CFA consisting of support for the country's budgetary resources "to cover the financing of anti-crisis measures", in connection with COVID-19,  announce the services of the Ministry of Finance and Budget.
"In total, these are financing of 375 million dollars, or more than 225 billion FCFA signed this afternoon with our partners at the World Bank and an exceptional amount of 715 million dollars during this fiscal year," said Minister Abdoulaye Daouda Diallo, in charge of this ministerial department.

In his speech at the signing ceremony of these financing agreements, he recalled that the Board of Directors of the World Bank had "approved last Tuesday a financing of the International Development Association (IDA) in the amount of 100 million dollars (about 60 billion CFA francs) – divided equally into donations and in credit - to support the Government of Senegal in better controlling the social and economic impact of the COVID-19 pandemic. This funding is a support to our budgetary resources to cover the financing of anti-crisis measures".

Senegal, with the appearance of the coronavirus on its territory, has set up an Economic and Social Resilience Program (PRES) to cope with the effects of the pandemic by setting up a fund called FORCE COVID-19 of one trillion FCFA, not to mention other health, social and economic measures.

In this way, it is a question of assisting populations and companies in the fight against the negative impact of the crisis, noted Abdoulaye Daouda Diallo, who signed these financing agreements with the Director of Operations of the World Bank for Senegal.

In addition to this budget support, the other two financing agreements signed concern the Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED) and the Agriculture and Livestock Competitiveness Program in Senegal.

The first relates to a credit from the World Bank's International Development Association (IDA) amounting to $125 million (about CFAF 75 billion), which "aims to support Senegal's efforts to strengthen and improve household waste management systems and services in Senegal. Dakar and other municipalities," according to Abdoulaye Daouda Diallo.
The project, whose total cost is approximately $295 million, will be co-financed by the French Development Agency (AFD) and the Spanish Agency for International Development Cooperation (AECID), with additional funding from the Senegalese government and the private sector, did he specify in this speech, a copy of which was sent to APS.

He noted that the Project for the Promotion of Integrated Management and the Economy of Solid Waste in Senegal (PROMOGED) is aligned with a new country partnership framework between the World Bank and Senegal for the fiscal years 2020 to 2024.

According to the Minister of Finance and Budget, this project will increase access to waste collection and treatment services in areas without them.

It will also support the global initiative to combat marine pollution by improving the collection, transport, recycling and disposal of waste in several coastal cities (including Dakar, Saint-Louis and Mbour) as well as in urban centres along the country's main rivers. including Ziguinchor, said Abdoulaye Daouda Diallo.

The third financing agreement worth $150 million (CFAF 90 billion) concerns the results-oriented agriculture and livestock competitiveness program, whose development objective "is to improve productivity and market access for chains. In the extended groundnut basin and agro-pastoral areas," he continued > <.
There is also that this program "supports the activities and reforms included in two national programs that are the Program for accelerating the Pace of Agriculture (PRACAS) and the National Plan for the Development of Livestock to promote sustainable growth, resilient and inclusive, one of the objectives of the Plan Sénégal Emergent (PSE)".
