Held from 3 to 5 February 2026 in Nouakchott in Mauritania, Regulae.fr's 17th workshop, was dedicated to the opening of electricity markets, a theme at the heart of the sector's transformations electric.

The 17th workshop of Regulae.fr, the network French-speaking energy regulators including the Regulatory Commission of L'Énergie provides the secretariat, brought together 35 members and aims to promote the exchange of best practices in energy regulation between French-speaking regulators. Nearly 80 participants gathered for the opportunity.

A delegation from the Regulatory Commission of Energy (CRE), composed of Victor Alonso, member of the CRE College in in charge of non-interconnected areas, Claire Hellich-Praquin, director of European, international and cooperation affairs, and Cynthia Di Leonforte, project manager at the European Affairs Department, international and cooperation and in charge of the secretariat of Regulae.fr, participated in meetings organized by the Regulatory Authority of Mauritania (ARE) in Nouakchott.

Members of the Regulae.fr network participated in working sessions on the theme entitled “The opening of markets of electricity: frameworks, practices and feedback”. These meetings have made it possible to cross very diverse national trajectories, at various stages different ways of opening markets, and to draw concrete lessons from them for regulation.

On the agenda of these sessions: market forms of electricity in West Africa, the observed or expected effects of openness for electrical systems, actors and consumers, and finally, the trade-offs that regulators face in terms of competition, consumer protection and security of supply.
