The National Bank for Economic Development (BNDE) signed a memorandum of understanding with the Fund on Friday 31 October 2025 for social housing (FHS). This agreement marks the operational implementation of the Green Fund for Social Housing, an innovative financial mechanism designed to support the ecological transition of the housing sector.

The signing ceremony was presided over by Momath Talla Ndao, Secretary of State for Housing. It was held in Dakar in the presence by Mamadou Faye, Director General of BNDE, and Ibrahima Diop, FHS administrator. This agreement, through a Memorandum of Understanding (MoU), seals a strategic alliance between the banking sector and institutions public authorities to finance projects with a high social and environmental impact. La BNDE, through this mobilization of 3 billion FCFA (approximately 4.9 million) (USD), as part of the Green Fund, affirms its ambition to be a driving force of sustainable finance in Senegal. Indeed, the institution provides not only to generate a dedicated financing line, but also to structure a innovative financial vehicle designed to attract long-term resources, in particular from green and climate markets.

According to Mamadou Faye, CEO of the BNDE, “this commitment reflects our conviction that green finance can be a lever concrete social justice and ecological transition”.

The bank indicates that it will also provide deploying the technical expertise of its teams to identify projects in accordance with international environmental standards and adapted to realities local: energy-efficient buildings, local materials, and integration of renewable energies.

The Habitat Fund Social (FHS) designed this device as a housing financing tool sustainable for the benefit of populations with modest incomes. Its ambition is to reduce the carbon footprint of the building sector by promoting materials biobased and increased energy efficiency, on the one hand, and on the other hand, strengthen social inclusion by making ecological housing accessible to households that have hitherto been excluded from the real estate market.
