Climate change interacts with other social, economic, and environmental pressures, increasing vulnerability risks and conflicts. To address this phenomenon and limit the impacts already visible on vulnerable groups, the Bank announced in 2021 the creation of national reports on climate and development.

Sustainable development and the fight against poverty go hand in hand with the fight against global warming and the protection of the environment. Like a barometer, national climate and development reports will be a fundamental diagnostic tool for determining how countries can achieve their development goals while adapting to climate change and mitigating greenhouse gas emissions.

National Climate and Development Reports (CCDR) are a diagnostic tool: they were designed to help countries better understand the climate risks they face They are and to think about ways to deal with them while achieving their development goals.

The CCDRs follow an approach that is deliberately focused on people and local populations, because they will determine the success and viability of any policy or transition focused on climate action. The main strategic priorities are: a regional programme for the Mekong Delta, a vulnerable region that accounts for 50 per cent of the country's rice production and one third of its agricultural GDP; an integrated plan to protect coastal urban areas and transport links against extreme weather events; a program to combat air pollution in the Hanoi region; accelerating the transition to renewable energies; and strengthening social protection mechanisms to counterbalance economic impacts that climate action could have on the most vulnerable
