The first theme is "Improving budget programming to achieve the dividend
demographic".
In this regard, the Minister in charge of the Budget recalled that the Government of the Republic of Mali has put in
place a national observatory.
The demographic dividend is defined as the acceleration of economic growth due to changes in population structure when the proportion of the labour force exceeds that of the inactive.
The demographic dividend is realized under two conditions: the acceleration of the demographic transition and the
massive investments in education, health, employment and >< governance. "These are the five wheels of the demographic dividend.
In this context, Mali carried out specific analyses that focused on: the coverage of dependency
economic; the quality of the living environment in Mali; poverty dynamics, transitions and mapping
Mali; expanded human development in Mali; networks and territory in Mali," said Barry.
This panel of exchanges will allow on the one hand, the various actors of public policies, to appropriate
results of these studies, on the other hand to identify avenues of reflection for a greater consideration of
demographic dividend problems in the budget process and sectoral policies.
As for the second panel, it addressed the theme: "Review of the implementation of the transitional period of
programme budget". Since 1 January 2018, Mali has switched to budget management in programme mode,
through the preparation, voting and execution of the state budget.
Thus, in order to better prepare the actors of the managerial chain for the appropriation of this reform, the
Decree No. 2017-697/P-RM of 14 August 2017 on the organization of budget management in
programme budget was adopted.
This decree provides, in the implementation of the changeover, a transitional period of two (02) years which ends
in 2019 and during which all the tools essential for the effective implementation of the
programme budgets must be put in place.
During this transitional period circular letters were drawn up by the Ministry of economy and
Finance in order to frame the budget implementation in accordance with the spirit of the said decree.
After two years of implementation, it has become clear that there are challenges at the level of certain stages
of the process. In view of these challenges, it is desirable to see how to strengthen the tools and improve the implementation
implementation of the programme budget through the proofreading of certain texts and tools.
The purpose of this panel is to discuss the difficulties encountered in the implementation of the budget in
programme during the transitional phase 2018-2019.

Regarding the third panel on the theme: "Problematic of investment management in AE /CP
", it was recalled that the programme budget was established in Mali through Law No. 2013-028 of 11 July 2013,
amended, relating to the laws of Finance.
Article 16 of the said law, indicates that the appropriations opened by the Finance Laws are made up of: Appropriations of
Payment (CP) for personnel costs, acquisitions of goods and services and transfer expenses
; Commitment Authorizations (EA) and Payment Credit (CP), for investment expenditure and
public-private partnership contracts.
Budget management in EI/CP mode is a tool to improve the monitoring of expenditure
investment and analyze the sustainability of public finances, as well as the management of credits
budget.
However, for multi AE/CP, the planning and execution of amendments, the consideration of outstanding balances and leftovers to
mandate, the period and date of termination of the multiannual contract, the cancellation and the terms of taking in
burden of penalties and the budget allocation procedure in relation to multiannual contracts.
The purpose of this panel is to discuss the difficulties encountered and the solutions proposed in the management of
investments in programme budget mode.
The fourth panel discussed the theme: "Gender-Responsive Budgeting: Issues and Challenges". As a reminder,
The Government of Mali adopted a National Gender Policy (PNG) in 2010, composed of six (06) axes
strategic guidelines, accompanied by two (02) three-year action plans 2012-2014 and 2016-2018.
The sixth axis, on gender equality, is a guiding principle of good governance
in the most promising policies and reforms and changes in budgets.
In Mali, gender-responsive budgeting has been introduced into the budget process for implementation
of the National Gender Policy.
It has resulted in the development of a budget annex called the "gender report" which indicates the challenges in
gender and measures to address these challenges.
The purpose of this panel is to exchange lessons learned from the implementation of sensitive budgeting
to gender in Mali and see to what extent it can contribute to improving the budget process.
