On the occasion of Day international fight against corruption, celebrated on December 9, 2025, the Civil Forum welcomed the progress of Senegal while taking stock of the persistent challenges.

The civil society organization highlights the adoption of several structuring texts that demonstrate the will of the State to oversee the fight against corruption. The Civil Forum notes the creation of the National Office for Combating Fraud and Corruption (OFNAC) via law No. 2025-12, the new law on the declaration of assets, the protection of whistleblowers and the law on access to information.

The implementing decrees of OFNAC and CONAI, as well as the appointment of members of OFNAC, are also considered as significant progress.

Despite these legislative efforts, Senegal does not is not yet able to leave the “red zone” of the Perception Index Corruption (IPC). With a score of 45/100, the country is still facing structural weaknesses, in a context where organized crime.

For this, the Civil Forum calls for a inclusive evaluation of the National Anti-Corruption Strategy 2019-2024 to develop a new, more appropriate strategy.

The organization insists on regular publication reports from IGE, OFNAC and ARCOP, and on the strengthening of internal control organs.

The Civil Forum also recommends implementation of a national operational plan, a rigorous follow-up of the recommendations of supervisory bodies and more active international cooperation.
