The CLHEEAN mobile application, developed under the impetus of the National Orientation Agency (NOA), presents itself as a virtual assistant accessible via mobile. It allows users to obtain information on public policies, ask questions, and interact directly with state services. The tool integrates instant messaging and voice recognition features, as well as multilingual support including several local languages, to reach a wider audience.

CLHEEAN will allow users to submit feedback, report concerns, and participate in discussions on public policies. This approach aims to strengthen citizen participation and facilitate communication between the administration and the population.
