The Board of Directors of the African Bank Development Committee (ADB) met on 1 December 2025. He approved financing of 17.71 million euros for the second phase of E-Governance and Financial Management Reform Programme public.

Cape Verde takes another step forward in modernizing its administration with the support of the Bank Group African development. According to Abdoulaye Coulibaly, director of the Department of the Bank's economic governance, “the purpose of this support fiscal, after that of last year, is to stimulate growth economic thanks to digitalization and the competitiveness of the private sector, all by advancing e-governance reforms in order to modernise public administration and clean up public finances.”

The e-governance program aims to contribute to economic growth by accelerating the consolidation of ongoing reforms through the improvement of service delivery public authorities, the competitiveness of the economy and the effectiveness of the management of public resources, explained the minister.

In this second phase, the program consolidates the digital reforms undertaken to improve the competitiveness of the sector private. The digital transformation will now extend to the judicial system in through e-Justice, while a call for proposals will aim to attract private operators in the technology park, with a reception system dedicated to “digital nomads” and technology companies at high potential.

The program supports the deepening of the consolidation of public finances and the strengthening of transparency in resource management. The government will develop and publish a plan of action to reduce tax expenditures and will include, as early as the 2026 budget, all annual estimates related to tax expenditures, a measure considered to be an essential pillar of fiscal transparency.
