Morocco was placed under surveillance by the Financial Action Task Force (FATF) for their failures in the fight against money laundering and terrorist financing on February 25, 2021. While it has just left the list of tax havens, held by the European Union, the country still has many challenges to face in the fight against financial crimes. According to the official website of the FATF, "Morocco had made a high-level political commitment in February 2021 to work with the FATF but also the MENAFATF (Middle East and North Africa Financial Action Task Force) to strengthen its anti-money laundering and terrorist financing regime." The country has made progress on its shortcomings in the fight against Money Laundering and Terrorist Financing (AML/CFT), improving its technicality and coordinating its activities with all relevant AML/CFT agencies." To get off this grey list, the kingdom must implement an action plan, demonstrating the effective implementation of the case management system in order to provide timely responses and prioritize requests for mutual assistance in accordance with the country's risk profile; improve risk-based supervision, commit to enforcement measures and apply effective, proportionate and dissuasive sanctions for non-compliance and ensure that "information on actual ownership is adequate, accurate and verified, including information on legal persons and foreign legal structures", in addition to "increasing the diversity of suspicious transaction reports". Among its recommendations, the FATF calls on Morocco to provide the FIUs (financial intelligence bodies) "with the necessary financial and human resources to strengthen their analytical capacities to carry out their fundamental mission which is operational and strategic analysis".
