An audit presented to the Council of Ministers on 4 December 2025 revealed a deficit of 84.7 billion FCFA in Gabon's public revenues.

The water and electricity sector in Gabon is facing a financial crisis. A recent audit reveals a financial deficit record at the Société d'Énergie et d'Eau du Gabon, highlighting a system gangrenous by persistent irregularities.

The Gabon Energy and Water Company (SEEG) registers annual losses estimated between 30 and 40 billion FCFA due mainly to fraud. These irregularities include connections. illegal, meter tampering and massive non-payments. In the In Grand Libreville, monthly electricity losses alone exceed 2 billion FCFA.

The repercussions of this crisis are striking directly the citizens. In the Estuary, the inhabitants suffer from untimely load shedding and receive invoices disconnected from their real consumption. Consumer associations, which denounce frequent cuts and bloated bills that weigh down budgets families, are calling for greater transparency on the allocation of funds and a quick correction of billing errors.

The company has recently issued an ultimatum to its subscribers for the regularization of their arrears. For one economist, “these differences reveal a lack of transparency. and control in the current billing system. It is urgent to strengthen consumption monitoring and modernize meters in order to to ensure that every citizen pays exactly what they owe, while protecting public finances.”
