The “BB-” grade balances Côte d'Ivoire's strong growth prospects with weak development indicators and high commodity dependence. The note reflects the record of fiscal management, which confirms Fitch's view that the authorities will implement the reforms and adjustments necessary to gradually reverse the recent deterioration in the fiscal balance. Fitch forecasts a reduction in the budget deficit to 5.4% of GDP in 2023, 4.6% in 2024, and 3.5% in 2025, slightly above the government's target.
