Economy Minister Adama Coulibaly in close collaboration with the Ivorian Presidency is overseeing the launch of the €850 million Eurobond issued on the dublin and Luxembourg financial markets in early February. He is also one of the main initiators. In close contact with the Secretary General of the Presidency, Patrick Achi, and Alassane Ouattara's Chief of Staff, Fidèle Sarassoro, the Minister of the Economy was at the center of all stages of the transaction. The Prime Minister's office was not informed of the operation until February 7, the day before its launch by an information note from Adama Coulibaly sent to Hamed Bakayoko's chief of staff, Emmanuel Ahoutou. This new issue mainly consisted of reopening Eurobonds issued in November 2020 with deadlines set at 2032 and 2048, in order to avoid launching new bonds and to pay the related fees and procedures. The entire operation was prepared in advance by the investment bank Rothschild & Cie, the Ivorian State Council.
