The Senegalese Mamadou Ndiaye is at the end of his mandate at the head of the Regional Council for Public Savings and Financial Markets (Crepmf). Since 2018, he has completed several projects and initiated a dozen reforms.

Many advances have been noted during the tenure of Senegalese Mamadou Ndiaye. At the institutional level, the Regional Council has been marked by the effectiveness since January 2018 of the resident presidency of the Crepmf with a view to boosting the reform program and ensuring optimal management of the body at the level of each country. . In addition, two advisory bodies (Audit Committee, Scientific Committee) were set up respectively in 2018 and 2019 to improve the efficiency of its decision-making process on financial and economic matters. In terms of internal governance, the Regional Council has updated its rules of procedure to devote home consultation to its members.
During its 21st ordinary session, the Conference of Heads of State and Government adopted, on the proposal of the Regional Council, the Umoa Treaty modifying the relevant provisions of the Treaty of January 20, 2007, in relation to the change of name of the Body, which becomes “WAMU Financial Markets Authority, abbreviated as “Amf-Umoa”. The ratification process has been completed in three countries (Senegal, Burkina Faso, Mali) and is continuing in the other Member States of the Union.

Billions raised...

During his mandate, the former executive of the Central Bank of West Africa (Bceao), placed particular emphasis on the revitalization of cooperation. This strategy has made it possible to mobilize funds from Technical and Financial Partners including the African Development Bank (AfDB) for 527 million FCFA, the International Monetary Fund (IMF), the French Development Agency for 1.3 billion FCFA , the World Bank Group for 3.5 billion FCFA, the Islamic Financial Services Board (IFSB) and the Islamic Corporation for the Development of the Private Sector (ICD), the African Center for Higher Studies in Management ( CESAG) and the Financial Sector Deepening for Africa (FSD Africa) for 286 million FCFA.
Mamadou Ndiaye has carried out many reforms. Four major categories of projects have been finalized and a dozen structural reforms initiated in 2020 should be completed during 2021. Among other achievements, the attractiveness and security of the market, the establishment of the regulatory framework for the creation of the Third Compartment of the BRVM dedicated to SMEs, the implementation of the online stock exchange on the regional financial market, the effectiveness of the hearing and sanction system for authorized market players, the revision of Service Concessions public granted to the Central Structures and the adoption of 10 Instructions by the Regional Council and publication of 4 Circulars by the General Secretariat.
Emphasis should also be placed on the audit of CREPMF's institutional and organizational capacities during the second half of 2021, the finalization of the preliminary drafts of the basic text of the regional financial market with a view to providing it with a more competitive and the finalization of the Draft Uniform Law on criminal penalties for stock market offences.
