The Council of Ministers held on Wednesday, December 3 2025 adopted a decree authorizing the ratification of loan agreement no. 2025038/PR CI 2025 22 00, in the amount of 37 billion CFA francs.

37 billion CFA francs intended for construction of 4,300 social housing units in Abidjan and in several cities in the interior. This financing agreement, signed on 28 August 2025 between the West African Bank of development (BOAD) and the Republic of Côte d'Ivoire, focuses on construction of social and economic housing, as well as on the third phase of a program already under way in Yamoussoukro and Bouaké.

The project includes the construction of 2,360 accommodations in Abidjan PK24, 420 in Yamoussoukro and 1.520 in Bouaké, with for objective of improving people's access to decent housing and financially affordable.

Phase 3 of the program also includes development of the Yamoussoukro (3 ha) and Bouaké (6 ha) sites, as well as the construction of 1,100 additional homes, including 420 in Yamoussoukro and 680 in Bouaké.
