The Budgetary Risk Analysis of the Ministry of Economy and Finance, backed by the 2021 Management Finance Law indicates that the budget forecasts should be reached over the period 2021-2023. And for this, a permanent watch will be required.

The budget forecast document highlights that fiscal risks are generally under control in Benin due to the various reform actions undertaken to consolidate and modernize public finances on the one hand and strengthen investor confidence on the other.
The public debt strategy shows that macro-economic risks include those related to the trade policies of Nigeria, a privileged trading partner that absorbs about 75% of Benin's total exports, according to the Central Bank of West African States (Bceao). All this without forgetting the lack of control of fluctuations in the price of cotton.
Financial risks can also disrupt national wealth. Analysis of banks' portfolios reveals increased concentration. The ratio of loans to the five largest borrowers to banks' own funds stood at 99.6% at the end of June 2019. Bank credit represented about 30% of gross domestic product (GDP) at the end of 2018.
As for the rapidly changing microfinance sector, with 2,486,201 clients at the end of December 2019, it could be a source of budgetary risks. However, the paper reveals that so-called corporate debt is not a major fiscal risk factor for public finances.
