In 2021, the international NGO, International Budget Partnership (IBP) conducted an open budget survey (OBS) in 14 Francophone African countries. The objective was to assess trends on clarity in public financial management in 14 countries.

The OBS is being conducted over the period 2019-2021 and leads to the finding that countries in the region hold diverse wealth with respect to the budget process. The results showed that over a period of two years, countries in the region have experienced a variety of wealth with respect to the budget process.

After the surveys, Benin emerged with 65 points out of 100 and was named the best performer in the region. Next come Côte d'Ivoire, the Democratic Republic of Congo (DRC), Senegal and Cameroon, followed by Burkina Faso and Togo in 6th place with 31 points.

The reporters explain that: "In Burkina Faso and Côte d'Ivoire, some misunderstandings about the nature and content of certain budget documents (particularly in-year and mid-year reports) have sometimes caused confusion, resulting in a loss of time and therefore points in the OBC."
