.The African Development Bank, Standard Chartered Bank and the OPEC Fund are the creditors of the various operations. The amount targeted by these various operations represents the equivalent of nearly a third of the budget deficit forecast under the 2025 finance law. These actions are made possible by the country's total public debt reached 14,105 billion CFA francs at the end of June 2025, or 43% of the gross domestic product. The sectors benefiting from these operations are agriculture, health and youth employability
.
The first part concerns agriculture, with a loan of 25 million US dollars, or nearly 15 billion CFA francs, signed on June 17 and ratified with the OPEC Fund for International Development. The project focuses on the rice value chain, from seed to shelf. The authorities hope to produce an additional 120,000 tonnes of paddy rice over a period of five years, mainly in the irrigated areas of Yagoua, Ndop and Nanga-Eboko
The second part focuses on health. Twenty-three million euros, or 15 billion CFA francs, will be mobilized from Standard Chartered Bank in London, with the guarantee of UK Export Finance. This envelope will allow the construction of a 200-bed gastropneumological hospital in Yaoundé-Jamot and a 150-bed psychiatric hospital in Mfou, in the south-eastern suburbs of the capital. The cost per bed is 42.8 million CFA francs, a figure below WHO standards for tertiary institutions
.The third part is devoted to the Far North, the region with the most people qualified as poor in the country with 74% of the population living on less than $2. The African Development Bank will provide 136 million euros, or 95 billion CFA francs, for a program to strengthen skills and employability. The aim is to train 35,000 young people, half of whom will be women, and to support the creation of 10,000 micro-enterprises in eight departments
.If the projects reach their targets, the country could reduce its cereal trade deficit by 30% and create tens of thousands of direct and indirect jobs.
