As part of the “Jubanti Koom” Economic and Social Recovery Plan, the Senegalese Prime Minister, Ousmane Sonko announced the taxation of digital content creators. This announcement is fuelling a lively debate within the Senegalese digital ecosystem

Following the announcement of the Senegalese minister, Mame Balla Mbow, activist and entrepreneur, welcomes the State's desire to better structure tax revenues, while calling for a more balanced approach. According to him, “The levy of income tax is imposed on every citizen, whether he is a content creator, a mechanic or a mason. This is what allows the State to live and carry out its missions.”

The activist also indicated that before any systematic taxation of content creators, the State should work to facilitate their monetization, in particular via platforms like TikTok, Instagram or Facebook. According to him, “many young people who are very well followed cannot make a living from it. TikTok, for example, must pay creators whose videos reach a certain threshold of views.”

This tax reform is part of a broader desire by the Senegalese government to increase the mobilization of domestic resources, by targeting emerging sectors that often have little or no taxation. Among the areas concerned are gambling and online gaming, digital advertising, digital services. international audiences, including streaming platforms like Netflix, e-commerce, and revenue from influencers and content creators.

The Senegalese government estimates that these new levers could generate up to 16 billion CFA francs in additional revenue.
