A press release from the Government of Mozambique published on Monday, November 27, 2023, mentions that the State has approved an energy transition plan with an overall cost of 80 billion dollars, by 2050. The idea of this approval is to reduce the country's heavy dependence on fossil fuels and increase the availability of electricity.

The energy transition plan includes adding 2,000 megawatts of hydroelectric capacity by 2030, expanding the national electricity distribution grid, and encouraging the adoption of electric vehicles to reduce emissions from the transport sector. According to the statement, it will be officially presented by President Filipe Nyusi to international partners and potential donors on 2 December at the 2023 United Nations Climate Change Conference (COP28), scheduled to take place from 30 November to 12 December in Dubai
