In the World Development Report, the World Bank said that Ghana did better in the Open Budget Survey than almost any country in the region. The country is ranked 2nd in sub-Saharan Africa.

Ghana was ranked 2nd in sub-Saharan Africa by the World Bank in an open budget survey. The country's score of 53% follows South Africa, which is ranked first in the region with a score of 85%. However, the Bretton Wood institution says the government needs to improve its pre-budget statements, the macroeconomic forecasts that underlie the fiscal projections, and the government policies that guide spending and revenue estimates.
