The Senegalese Ministry of Economy, Planning and Cooperation announced on Sunday 12 October 2025 that Senegal and Japan signed two bilateral cooperation agreements worth a total of 24 millions of dollars, in favor of agriculture and training.

The agreement signed between Senegal and Japan will allow for Dakar to continue to strengthen its initiatives to achieve sovereignty food and to guide 30% of students leaving middle school to technical education and vocational training by 2035. The first agreement, of 892.8 million FCFA ($1.57 million), concerns the Program economic and social development. It will allow the supply of machines agricultural projects for the benefit of the Société de DéVELOPPEMENT Agricole et Industriel (SODAGRI) in order to strengthen mechanization in eastern Senegal and in Casamance.

The second agreement “concerns the construction of the annex of the Senegal—Japan Vocational and Technical Training Center (CFPT-SJ) at Diamniadio,” the statement read. He states: “this project aims to expand the training offer by introducing two new courses: renewable energies and industrial maintenance”. It is estimated at 12,886 billion FCFA.

Senegalese government aims for sovereignty food by 2028, thanks to an ambitious national strategy, massive investments and targeted agricultural reforms. For this purpose, the Authorities expect mobiliser 2.5 billions of dollars as part of their food sovereignty policy, in order to support agricultural production over the next five years. This Envelope will mainly be used to structure and finance sectors strategic agricultural crops such as rice, milk, tomato, banana, as well as than cattle, sheep, swine and poultry farming.

By 2035, Senegal has also established itself as objective of orienting 30% of students leaving middle school to education technical and vocational training (TVET), in order to fight against early school leaving, social exclusion and the emigration of young people without qualification.
