On Friday, October 21, 2022, the State of Senegal obtained an amount of 38.5 billion FCFA (57.750 million dollars) on the financial market of the West African Monetary Union (UMOA) in order to ensure that the financing needs of its budget are met. It was the end of its 3-year and 10-year treasury recovery bond (ODR) issue, organized in partnership with UMOA-Titres based in Dakar.

The issuer ended up with a total amount of bids from investors of 78,931 billion FCFA, a coverage rate of the amount put up for auction when soliciting 30 billion of FCFA. The Senegalese Public Treasury rejected the 38.431 billion FCFA and retained 38.5 billion FCFA, an absorption rate of 50.04% of the amount of these bids. Indeed, securities issued on the first business day following the maturity date set for October 24, 2025 for 3-year ODRs and October 24, 2032 for 10-year ODRs will be repaid by the issuer. With regard to the payment of interest, from the end of the first year it will be made annually on the basis of the announced fixed interest rate of 5.10% for 3-year ODRs and 6.00% for 12-year RDAs. As of October 20, 2022, according to data from UMOA-Titres, the cumulative number of treasury bond issues issued by Dakar amounted to 651.36 billion FCFA. The interest is 72.40 billion and the repayments made are worth 155 billion.
