According to him, bad payers are mainly responsible for this situation. He has thus paid attention to a few beginners and that for him the list is long. Note the autonomous agencies (Apix, Ageroute, Anrac, Cour des Comptes, ARTP, etc.) that owe 2.4 billion CFA francs. Parastatal companies (Onas, Sonacos, OFOR, SAED, Grand Théâtre, ASECNA, ISRA...) with 2.6 billion. Similarly, public institutions with financial autonomy (EPAF), such as hospitals, universities and the National Assembly, are $5.8 billion in debt to Senelec. The bill is higher for service companies (Sen'Eau, Sonatel, RTS, Port of Dakar, etc.). It is around 17.4 billion. Local authorities, for their part, owe slightly less, with unpaid bills estimated at around 16 billion. Manufacturers and dealers, for their part, represent a total of 23.7 billion.
