KPMG has proposed a list of preventive tools to strengthen the fight against corruption in public administrations.

The representative of KPMG, Bénédicte Ayémou, reviewed the study on “the development and implementation of approaches and tools for the prevention of corruption and fraud in nine administrations from four public sectors in accordance with international standards”, on Thursday, March 21, 2024 in Abidjan. The tools proposed aim to strengthen the fight against corruption and similar offenses in public administrations. Five prevention tools have been prioritized for immediate implementation in targeted administrations. It is an anti-corruption strategy, policies concerning gifts and hospitality, a code of ethics, a charter for disciplinary committees and a control plan

According to her, in the field of health, risks are considered major, requiring the strengthening of internal control and external audit mechanisms. For ACD acquisitions, actions such as the use of satellite technology for accurate land tracking and online payment are recommended to improve the effectiveness of anti-corruption

measures.

Regarding competitions, additional financial control and computer security efforts are recommended. As for customs, the introduction of electronic payment and systematic staff rotations are being considered to reduce risks. The representative highlighted risk rates of 15% for health, 8% for customs and 14% for competitions.

The KPMG representative also notes that in terms of health the risks amount to 15%, 8% for risks related to customs clearance and 14% for competitions.
