The tax annex to the Finance Act containing the State budget for the year 2023 came into force on Monday, January 9, 2023. It aims to increase state revenue.

A steady increase in Ivorian State revenue has been noted over the past three years. Indeed, from 3,946.12 billion FCFA in 2021, tax revenue stood at 4,478.52 billion FCFA in 2022, up by 13.49% and to 5,282.06 billion FCFA in 2023, up by 17.94%. The state budget this new year is set at 11,694.36 billion FCFA. It includes 5 282.06 billion CFA francs of tax revenue to be mobilized, representing a percentage change of 45.17%. In 2022, the budget reached 9 901.07 billion FCFA and tax revenue 4 478.52 billion FCFA (+45.23%). The previous year, the budget stood at 8,398.91 billion CFA, mobilizing revenue of 3,946.12 billion, or a rate of 46.98%.

Thus, from 2021 to 2023, there was a slight decrease in the share of tax revenue in the state budget. While the measures to increase revenue amount to 22%, the 2023 tax annex focuses on rationalizing the tax system (5% of measures) and business support measures (28%). The draft budget for the financial year 2023, structured into 32 grants and 137 programmes, sees a reduction in the projected deficit from 6% at the end of 2022 to 4.8% of Gross Domestic Product (GDP) this year.
